The U.S. Department of Agriculture is suspending SNAP benefits starting in November. In Arizona, SNAP is known as Nutrition Assistance.
The SNAP suspension — a result of the federal government shutdown — prevents the state from distributing benefits until federal funding is released.
Families can use any funds loaded onto their EBT cards before Nov. 1.
Food banks across the state say they are preparing for an influx of Arizonans seeking help as the shutdown drags on.
“We’re seeing SNAP recipients who are getting a little nervous,” said Milt Liu, president and CEO of St. Mary’s Food Bank. “We’re working really hard to make sure that we have enough food so we don’t expect to turn anyone away.”
About 855,000 Arizonans — about one in nine residents — rely on SNAP for groceries, according to the Arizona Food Bank Network. Nearly half are children, with others including seniors, people with disabilities and working adults.
The suspension will affect more than 433,000 households statewide, who were notified by text and email on Oct. 23 that their benefits could be delayed.
“Food banks in Arizona are already dealing with unprecedented levels of need, and the disruption to SNAP means many more people will be accessing the emergency food network,” said Terri Shoemaker, executive vice president of the Arizona Food Bank Network.
Liu said St. Mary’s — the state’s largest food distribution center — is preparing for a surge in demand. The organization supports more than 700 partner agencies across nine counties and serves about 50,000 visitors per week.
People in need of food assistance can visit stmarysfoodbank.org, where an interactive “Find Food Near Me” button lets users search by ZIP code to find nearby food pantries and partner agencies.
Arizonans can also find statewide resources through the Arizona Food Bank Network, which lists hundreds of emergency food providers across the state, and by calling 2-1-1 Arizona for real-time help.

MESA, AZ — As more school districts across the Valley are looking to close campuses due to lower enrollment, Arizona’s largest school district is looking to open two new high schools next year.
Mesa Public Schools is also experiencing a decline in student enrollment, needing to cut jobs as well as getting rid of some portables and downsize space that’s no longer needed. Despite this, the district’s governing board voted to create two new small high schools and open them in the fall.
It wouldn’t be two brand new buildings for these high schools. Instead, the district will be expanding two of its current junior highs to include high school grades. The two schools would be Shepherd and Franklin High Schools, expanding in their current middle school capacities.
As they work to move forward with declining enrollment and lower funds, Superintendent Dr. Matt Strom told ABC15 they’re trying to give parents more choices, and that parents asked the district for smaller high school options.
With Arizona being a school choice state where families can decide to enroll their students in any school, Strom said they’re working to tap into that market and attract more students to come to their district while also finding ways to efficiently use their space.
“We continue to understand that there are more choice options within our boundaries and beyond our boundaries,” Strom continued. “When you're in a market and you're trying to attract people into your system, what you want to do is you want to understand that market and find out what we'd call where the white noise is to fill in gaps. We think that we have an opportunity to get some students back into the district in a small high school environment."
Tatum, an 8th grader at Franklin Jr. High, told ABC15 she’s excited to continue her education in the same school she’s been at for years.
"I like the idea of it being a smaller high school because then the teachers can help us be more focused on what we need and want,” she said.
Mom Nikki Owens also wanted Franklin to expand into a high school, thinking it might be a better fit for her daughter.
“One of the high schools is as big as my hometown,” she said of another Mesa high school. “It’s a little intimidating for some kids, so I feel like having the choice, they can grow and learn and what works best for them.”
What does small look like for a high school? Strom said they plan to have at most 150 students per grade level at each high school. Currently, their smallest population high school is Skyline at more than 1,800 students.
The plan is to start the high school with only 9th graders at each campus and build up each grade level in the following years.

Tyler Moore, the school district’s chief business officer, led the meeting, outlining the district’s top five funding priorities and challenges.
“If we make this a long-term run, and the board blesses me with another contract and another contract, it’s very unlikely that we will not be in a position where at some point, I’ll have to face that. We’ll have to face it as a governing board, and we’ll have to face it together as a community,” said Superintendent Matt Strom when responding to a question about closing or repurposing schools in the future. He just stepped into the role over the summer.
“I’m a concerned parent. My son is in second grade. He is on the autism spectrum,” said Jason Smithson. He was one of a few dozen people who attended the meeting to learn about the district’s budget process and how the money is allocated. He wanted to know what comes next after hearing about the possibility of cutting about 40 administrative positions.
“At the end of the day, it’s not ideal to have to do that, yet we have to make sure that schools stay open for our students,” said Smithson.
Last month, Arizona’s Family reported that the district projects a budget shortfall between $9 million and $18 million. It has also seen a drop in attendance and is facing possible job cuts.
A district spokesperson said it is working to avoid having to close any schools, like has been the case in some other Valley districts.
“I’m very hopeful, and I look forward to working with Dr. Strom. I think he is a great fit as the superintendent. With him on the board, they’re going to do everything that they possibly can to make sure we don’t fall into the same hole as Kyrene (and) Scottsdale, and have to close schools,” said Smithson. He believes meetings like this are a step in the right direction.
“Especially if people show up. Ask questions as a community. That is all we can do. We can hold the board and Dr. Strom accountable,” said Smithson.
The next community budget meeting will be in December.
